Hi can anyone help I have a council flat where the whole place is painted with 1970's artext but its gloss paint including ceilings and skirting boards which way is the best and cheapest way to get rid of this.

I've found the only real way to deal with Artex is to knock off the big peaks and scim it with plaster. If you try n sand it your house will be full of dust settling for weeks, n if you chip it off it will damage the walls n need plastering anyway!
All I can say is goog luck!.......or get the council to sort it!
