Hi, have just stripped wallpaper (been there for over 10 years) from a wall that has a good plaster base (done just before the wallpaper was put up).
The wall was coated with 5 parts water to 1 part PVA (Unibond) to provide a seal for the wallpaper & paste.
This PVA "skin" has stayed there in parts. In some places it's peeled away as the paper has come off in others it's stayed.
I'm going to put on vinyl emulsion with a roller. Do I need to make sure all the PVA skin is off before painting & if so how do I get it off in the most effective way?
TIA.
